The army as a whole committed no crimes

The Maxwell Paranagama Commission appointed to look into complaints of abductions and disappearances had said that Sri Lanka Army had not committed war crimes as a whole but that an independent inquiry was needed to determine whether war crimes had been committed by individual army personnel.

The commission had therefore endorsed a similar recommendation by the Lessons Learnt and Reconciliation Commission (LLRC).
The report, which was submitted to Parliament on Tuesday, has recommended that the independent inquiry should also focus on the Channel 4 video clips to determine their credibility.  

However, the report had maintained that the actions of the LTTE, such as using human shields and placing heavy weaponry in locations close to hospitals and other public places, would have contributed to any crimes committed on the battlefield.
