Three elephants kept by monks without permits

The IGP has, in a confidential report, informed the government  that three Buddhist monks are in possession of elephant calves without legal permits, and that they had prepared false documents. He has requested that legal action be taken against them.

A report, prepared by DIG  D.W.R.B. Seneviratne, and handed over to the IGP, had been presented to the government by the subject minister. It says that, of the three monks, two are the chief incumbents of temples.  The report had been based on information supplied by several persons who had been interrogated in connection with the subject.
