Draft of 20th Amendment defeated in Uva PC

CM presents draft, then votes against it

The draft of the 20th Amendment to the Constitution was defeated in the Uva Provincial Council (UPC) yesterday with five members voting for it and 12 voting against with eight members abstaining.   

The five who voted in favour of the draft were from the United National Party (UNP) members.    JVP Provincial Councillor Samantha Vidyaratne speaking during the council meeting explained although they also were in favour of elections to all provincial councils being held on the same day, they could not vote in favour of the Amendment as their were severe shortcomings in the 20th Amendment itself.    The Opposition Leader of the Uva Provincial Council R.M Ratnayake said that ultimately it is the Provincial Council that will benefit the most from this as its term is to end only in August 2019.    Eight members including JVP member Vidyaratne and Ratnayake abstained from voting.    Although it was Chief Minister Chamara Sampath Dasanayaka that presented the draft to the Provincial Council, the chief minister himself refused to vote in favour of it as did eleven others.
