PCoI on SriLankan Airlines, SriLankan Catering and Mihin Lanka Irregularities in purchase of Explosive Trace Detectors used at BIA: Witness

The Security Operations Unit of SriLankan Airlines had signed a maintenance agreement in 2016 for a seven year period for two Explosive Trace Detectors (ETDs) which have an expiry date of February 12, 2019, Lal Titus Kannangara told the Presidential Commission of Inquiry (PCoI) on irregularities at SriLankan Airlines, SriLankan Catering and Mihin Lanka yesterday.   

The two ETDs, which were purchased in 2016 to be used at the Bandaranaike International Airport (BIA), are operating without Civil Aviation Authority (CAA) certification and both machines were in the Grandfather List compiled by the International Civil Aviation Organization (ICAO), which means that these machines have failed a 24-month test, a director of the CAA informed the commission earlier.   

However, witness Kannangara informed the Commission that the contract review form for the maintenance agreement was signed by all the managers of SriLankan Airlines three months before the machines were installed at the BIA.
